Western Province Minister Kapelwa Mbangweta said the landmark initiative reflects government’s commitment to safeguarding the rights, dignity and full participation of persons with disabilities in national development.

Speaking during the launch yesterday, Mbangweta explained that disability certification goes beyond paperwork, describing it as a crucial step that officially recognises beneficiaries and enables them to access essential services, targeted social support and opportunities tailored to their needs.

“This exercise is about creating a more inclusive society, where every person, regardless of ability, can participate fully and contribute meaningfully to our shared development,” he said.

The Social Cash Transfer Programme has been providing vital assistance to vulnerable households across the country, including the elderly, persons with disabilities and child-headed households.

In Western Province, the programme has given thousands of people dignity, hope and a sense of belonging.

Western Province principal public relations officer Mwakoi Njekwa said in a statement that Mbangweta also announced that the Department of Social Welfare will, from the end of August 2025, begin enumerating new beneficiaries to ensure no one is left out.

He described the move as another milestone in strengthening social protection services across Zambia.
