PRESIDENT HICHILEMA APPOINTS TECHNICAL COMMITTEE FOR CONSTITUTIONAL REFOR

President Hakainde Hichilema has appointed a diverse Technical Committee to lead nationwide consultations and draft proposed amendments to Zambia’s Constitution.

The committee will be chaired by retired Supreme Court Judge Christopher Mushabati, with Dr. Landilani Banda serving as Vice Chairperson and Spokesperson.

According to State House Chief Communications Specialist Clayson Hamasaka, the appointments follow extensive engagement with civil society, religious leaders, traditional authorities, and other stakeholders. He emphasized that the committee reflects Zambia’s rich diversity—comprising legal experts, academics, faith leaders, traditional leaders, and civil society representatives.

Supporting the committee are legal and drafting experts from the Ministry of Justice, including:
Mrs. Mwenya Bwalya (Permanent Secretary)
Mrs. Doris Mwiinga (Zambia Law Development Commission Director)
Mrs. Hope Chanda
Mr. Chola Mwewa
Mr. Bubbala Chibbonta (Chief Parliamentary Counsel)

President Hichilema has also directed Smart Zambia and ZICTA to provide digital platforms and ICT support to facilitate the committee’s work.

The Technical Committee is expected to develop a work programme and conduct wide-ranging consultations.

The President has called on all citizens, political parties, civil society organizations, and traditional leaders to engage constructively in the process, emphasizing that only a truly people-driven approach can produce a Constitution that fosters unity, inclusivity, and national progress.

Team looks okay, but delivery when 2025 or 2026 or the team will draw that?
Stealthy Manoeuvres, Schemes and Deceit always fall Flat.
They have never been virtues for successful Leaders…and woe to those who tread this Path.
The Destiny of Unhinged Imingalato is always Embarrassment..
And indeed every Mingalatoon has his day of reckoning…and it has dawned on one.
After a year of Schemes and Deceit, A Technical Committee on Constitutional Amendments has now been constituted..6 months before the Dissolution of Parliament!
This Committee must first get legal backing in Parliament, Sworn in, draw up programs, collect views from 10 provinces, Collate the views, draft the Bill, Present to Parliament where there are 5 stages, until it becomes Law..all this in under 6 months!
This latest stunt by Mr Hakainde Hichilema won’t work..There’s simply no Time.
He should have done this in 2023, but he chose a different path….
We don’t have time for any Constitutional Review Misadventures. Zambia is now already in the Election Season. How will ECZ prepare for the Presidential and General Elections if the Constitutional Amendment Review by this Technical Committee brings in unknown variables?
We require a sober approach to this task which should only be done after 13th August, 2026.

Absolutely correct One Hundred Kwacha Nkuku Man. There is no need to bring this up now when we only have few months before elections. Watch Out Zambia this is another scheme in futility to bring distraction to dissuade you from focussing on the real 2026 National Agenda issue which is change of government on election day come 2026. Why is it that the same names keeping appearing in national issues? These people have failed to better Zambia but they still get chairs on the destiny of the country. It is musical chairs all around and we fail to develop and advance but we recall the same people to do the same things they have been doing which brought us to where we are. When are we ever going to get a list of people we have never heard of instead of old faces or friends of a friend of a friend?
Instead of complaining and throwing mud at the committee and the president, let us prepare to make meaningful submissions to the technical committee.
A means of consultation has been provided and this is what we have all been crying for but of course the naysayers will see something wrong in whatever our President says or does. In their eyes, he can never do right.
