Special Presidential Bonus For Zimbabwe Civil Servants In Addition To Regular Annual Bonus
In a major pre-festive season announcement, the Zimbabwean government has revealed a new package of benefits for its civil servants. The deal includes a special bonus directly from the president, a restored car import rebate, and promises to fix a critical medical aid society.

The offer was detailed in a press statement from the Minister of Public Service, Labour and Social Welfare, Edgar Moyo, on 16 October 2025. According to the statement, the government remains committed to improving the welfare of civil servants, with the new interventions following “ongoing engagements” between the government and its employees.

The package includes a US$150 “Special Presidential Bonus,” a car import rebate, recapitalisation of PSMAS, and housing stands.
Cash Bonus And Car Rebates Announced
Introducing the package, Minister Moyo said the bonus is a once-off intervention to ease year-end pressures. In the press statement, he is quoted as saying:

“To provide festive season relief and recognise dedicated service, Government will pay a once off Special Presidential Bonus of US$150 for all civil servants which will be disbursed in two equal instalments of US$75 in November and December 2025. This will be in addition to the regular annual bonus and salaries.”

Civil servants are set to receive US$150 (R2,850) in total, split into US$75 (R1,425) per month. On vehicles, the statement confirms the restoration of the civil servants’ vehicle rebate. Minister Moyo noted:

“The civil servants’ vehicle rebate is being fully restored to 2022 benefit levels, as reflected in Statutory Instrument 124 of 2022, with effect from 1 December 2025.”
According to the newZWire post, this rebate forms part of a wider package aimed at long-serving staff.

Promises To Fix Healthcare And Housing
The government also addressed the breakdown in medical cover that has affected many workers. In the statement, Minister Moyo explained:

“Government is recapitalising Premier Service Medical Aid Society (PSMAS) to ensure sustainable access to quality healthcare for public servants.”
On housing, the statement sets out targeted allocations and future plans:

“As part of the non-monetary incentives, Government is promoting home ownership through the identified 26,000 housing stands — 20,000 in Harare and 6,000 in Bulawayo — with further allocations planned across the country.”

A “Motivated And Productive” Public Service
Looking ahead to structural pay matters, the statement confirms timelines for job evaluation:
“The Job Evaluation Remuneration Framework will be implemented in the first quarter of 2026.”

Minister Moyo framed the interventions as a signal of continuity and commitment:
“These measures reaffirm Government’s dedication to uplifting the welfare of workers and pensioners, ensuring their continued contribution to efficient and responsive public service delivery.”

With the first US$75 (R1,425) instalment due in November 2025, civil servants now have a clearer picture of the festive-season relief and the non-monetary incentives expected to follow.
